Softwares:

Pencil2d - is a 2d software for windows and unix-like operating systems. it can be used to making cartoons using traditional techniques.

Ibis paint - is a drawing app which i regularly used on my phone it is a free app but i have to buy additional tools or watch ads to use them

flipaclip - i used this app before but deleted it because i have adobe animation

Hardwares:

Stylus: its like a pencil but for digital,

phone or tablet: where you can draw.

monitor or laptop: where u can use the software to animate.
